The invention discloses an icing removing device and a method of a dielectric barrier discharge plasma; and a plasma exciter is fixed at an easy icing part of an aircraft skin to realize quick and efficient ice removal for the aircraft skin. Upper electrodes and lower electrodes of the plasma exciter are bonded through insulation glue along two side surfaces of an insulation layer, and are staggered from each other; the upper electrodes of the plasma exciter are connected in parallel, and are connected with the positive pole of a plasma power supply; the lower electrodes of the plasma exciter are connected in parallel, and are connected with the negative pole of the plasma power supply; and the arrangement and the number of the electrodes are flexibly arranged according to the difference of geometric shapes of the easy icing part of the aircraft skin. When the voltage of the plasma power supply is adjusted to 70 V, the current intensity is 2 A, the actual energy consumption is lower, the actual voltage loaded on the electrodes can reach above 10 KV, the response speed is fast, and the ice removing effect is good. The icing removing device of the dielectric barrier discharge plasma has the advantages of simple structure, convenience for implementation method, no pollution and easy realization.
