The invention discloses a delay adjusting method based on an urban rail transit working diagram. The method comprises steps as follows: S1, acquiring train operation parameters, wherein the train operation parameters comprise information such as train working diagram data, minimum station dwell time, minimum interval working time and the like; S2, establishing a working diagram delay adjusting module based on train arrival and departure time distribution by using the operation parameters; S3, calculating the train working diagram delay adjusting model on the basis of cross and variation probability formulas with an improved adaptive genetic algorithm to acquire an optimal adjusted working diagram. The invention further discloses an adjusting method based on the urban rail transit working diagram. Compared with the prior art, the adjusting method and device have the advantages that arrival and departure time distribution of trains at stations is more uniform through delay, passenger flow accumulation caused by excessively dense arrival and departure time is prevented, and dispatching work of running dispatchers can be improved and helped.
