The invention relates to a noise reduction air channel and a railway vehicle. The noise reduction air channel comprises an air channel body. An air inlet and an exhaust outlet are formed in the air channel body, a plurality of flow guide plates and noise reduction plates are arranged between the air inlet and the exhaust outlet, at least two groups of perforated plates are respectively arranged on two sides of the air channel body, each group of perforated plates comprises one to two perforated plates, the perforated plates are parallel to the center line of the air channel body, and a noise reduction cavity is arranged on a leeward side of each perforated plate. The noise reduction air channel and the railway vehicle have the advantages that the noise reduction air channel and the railway vehicle are simple in integral structure and convenient to mount; airflow paths in the air channel are redesigned, the noise reduction air channel is provided with the flow guide plates and the noise reduction plates, and accordingly pneumatic noise generated in the air channel can be effectively reduced; the perforated plates are respectively arranged on the two sides of the air channel besides the flow guide plates and the noise reduction plates, so that the pneumatic noise generated in the air channel further can be reduced, and at least 14dB (A) of noise can be effectively eliminated.
