The invention relates to a wireless positioning-based highway secondary accident early warning system. The system is characterized in that the system includes a vehicle positioning card, secondary accident monitoring base stations, a pre-warning screen and an information management platform. Whether a traffic accident occurs or whether an extremely-congested state appears can be judged through detecting the number of times by which the positioning card is detected in a specified time period, and warning information is emitted through the pre-warning screen, and therefore, an secondary accident can be avoided. The early warning method includes the following steps of: a) transmitting data; b) receiving data; c) judging whether a record exists or not; d) accumulating the number of times of reception; e) setting the number of times of reception as 1; f) judging whether reception achieves a set time period; g) judging whether the number of times of reception exceeds a limit; h) emitting warning information and uploading an image; and i) clearing a record. The secondary accident early warning method and system of the invention have the advantages of being simple and convenient, low power consumption, easiness in implementation, fast response and short time delay, and can save precious time for avoiding secondary accidents.
