The invention discloses an override control device and method of a braking system for a hauling winch. The override control device comprises an engine signal acquisition unit, an operation handle signal acquisition unit, a hook falling signal acquisition unit, a coiling block rotation speed acquisition unit, a coiling block rotation direction acquisition unit and a motor pressure signal acquisition unit. The engine signal acquisition unit, the operation handle signal acquisition unit, the coiling block rotation speed acquisition unit, the coiling block rotation direction acquisition unit and the motor pressure signal acquisition unit are connected with a PLC. The PLC is connected with an override control braking mechanism which is connected with the braking system for the hauling winch. The invention further provides an override control method of the braking system for the hauling winch. The override control device is simple in structure, low in cost and capable of guaranteeing the use safety of the hauling winch. The method can guarantee the use safety of the hauling winch and application and popularization value is large.
