The present invention provides a rescue opening device and an elevator apparatus, capable of practically keeping the air tightness even if an outer door performs displacement. The rescue opening device has a structure used for ensuring the air tightness of a lift car chamber, and comprises a rescue door arranged at an opening part which is formed on a side wall of the lift car chamber in an operable way, an outer door side gasket arranged at the end part of the rescue door, and an outer wall side gasket arranged at the end part of the opening part, when the rescue door is in a closed state, the outer door side gasket and the outer wall side gasket push with each other in opposite directions to form a tight contact state, the outer door side gasket and the end part of the opening part push with each other in opposite directions to form a tight contact state, when the rescue door performs displacement from the position in the closed state, any one of the tight contact state between the outer door side gasket and the outer wall side gasket and the tight contact state between the outer door side gasket and the end part of the opening part can be kept.
