A moving and positioning method for dredging construction of a cutter suction dredger utilizes cooperation between a power system of a dredger per se and a steel-pile control system, adopts the ordered alternate up-lifting and down-laying method of main and auxiliary piles to move the cutter suction dredger in order so as to realize the dredging construction operation. The cutter suction dredger comprises a cutter suction head, a suction conduit, a dredger power system, a bow, a hull, a steel pile control system, a main pile and an auxiliary pile. The moving and positioning method comprises the main steps that during construction, the main pile and the auxiliary pile of the dredger are alternately laid down by use of the angle difference, caused in the dredger swinging process, according to the characteristic that the main piles and the auxiliary piles are not on the same axis, to move like two walking feet, so that the dredger can advance forward sequentially. By adoption of the method, the processes of repeated up-lifting and down-laying of anchor gears, required in short-distance movement during operation of the dredger, can be omitted, so that the construction operation time is saved, the construction is sped up, the construction cost is lowered, and the dredger positioning accuracy is increased.
