The invention belongs to the field of passenger car safety monitoring, and provides a passenger car overload monitoring system and method. According to the system and the method, image collection units and photoelectric sensors are arranged near car doors of the passenger car, when the photoelectric sensors sense that passengers pass the car doors, images near the car doors are collected by the image collection units and recognized by a central processing element, if the human face features are recognized, the passengers get on the car, or, the passengers get off the car, then the total passenger number of a first car can be counted, and if the total passenger number of the first car exceeds the authorized passenger capacity, an alarm is given and/or the passenger car is limited from starting. Compared with the prior art, the accuracy of the monitoring result can be improved, the alarm is given, and meanwhile the passenger car is further limited from starting, so that the condition that a driver drives the passenger car under the passenger car overload condition can be effectively limited, and the possibility of road surface traffic accidents is greatly reduced.
