The invention provides a series-parallel hybrid power system. The series-parallel hybrid power system comprises an engine, an ISG (integrated starter and generator) and a driving motor which are arranged sequentially, wherein an input end of a rotor shaft in the ISG is connected with an output end of an output shaft in the engine, a flywheel is arranged at an output end of the rotor shaft, and a clutch cooperating with the flywheel is arranged at an input end of a rotating shaft in the driving motor. According to the series-parallel hybrid power system, the output shaft of the engine is directly connected with the rotor shaft of the ISG, a connecting and driving device between the output shaft of the engine and the rotor shaft of the ISG is omitted, the overall axial size of the system is reduced effectively, the system is mounted on a vehicle chassis more conveniently, and the application range of the system is expanded. Meanwhile, other parts are arranged and mounted on the chassis conveniently. The invention further provides a vehicle adopting the series-parallel hybrid power system.
