A gateway ECU (30) has an update condition table (30a) that regarding each of a plurality of ECUs (31-44), indicates a vehicle load state in which an ECU program is updatable. When an update file is received by performing radio communication with an external center device (10), it is determined using the update condition table (30a) whether the current vehicle load state is a low-load state in which the ECU program is updatable or a high-load state in which the ECU program is unupdatable. When the current vehicle load state is determined to be the low-load state, the ECU program is updated using the update file received from the center device, and when the current vehicle load state is determined to be the high-load state, environmental arrangement control for changing the current vehicle load state to the low-load state is executed on the basis of the update condition table (30a).
