The invention provides a vehicle laser point location instrument and a vehicle. The vehicle laser point location instrument comprises a laser transmitter and an adjusting device which are connected; the adjusting device is used for adjusting the position of an irradiation point of the laser transmitter on the ground. According to the vehicle laser point location instrument, the laser transmitter is adopted for transmitting lasers, the irradiation point of the laser transmitter on the ground is adjusted to the appropriate position through the adjusting device, the irradiation point represents the position to be arrived after the vehicle travels for a certain distance, and a driver can know the distances between the vehicle and a surrounding barrier when the vehicle actually reaches the positions of the current two irradiation points by observing the distance between the irradiation point of the laser transmitter on the ground and the surrounding barrier, so that collision between the vehicle and the barrier is avoided, and the vehicle safety is greatly improved.
