The invention relates to a manual handle operating structure of a winch rope safety device. The winch is hand operated to move up and down through a hand operated handle. In the manual handle operating structure of the winch rope safety device, a rope (20) is introduced into a housing (30) through a leading-in hole (31), and is wound on a pulley (40) for a circle, and then is discharged from a discharging hole, the winch driven by a motor (50) is moved up and down through the rope (20), one side of the housing (30) of the winch (10) is provided with a safety device (60) used for adjusting the tensile force of the rope and preventing the rope from being wound, one side of the upper part of the winch is provided with an emergency rod (70) used for relieving a brake during the emergency moment, the lower part of the winch forms a lower handle connecting shaft (80) connected with a driving shaft (11), the hand operated handle (90) in the lower space of the winch (10) can be connected to the lower handle connecting shaft (80) for operation.
