The invention provides a safety belt winding device which comprises a winding shaft, a motor and a clutch. The winding shaft can be used for winding and pulling out a woven belt which is wound around the winding shaft and used for tying a passenger. The clutch is mechanically arranged between the motor and the winding shaft, transmits the rotation of the motor to the winding shaft to enable the winding shaft to rotate in the winding direction of the woven belt, and meanwhile cuts off the transmission of the rotation generated on the side of the winding shaft to prevent the rotation from being transmitted to the motor. The clutch comprises a gear, a rotor, a locking rod, a maintaining part and a ring. The ring is provided with an outer cover part which presses the gear and elastic claws which are arranged on the inner side of the outer cover part in the peripheral direction. The elastic claws are arranged between the gear and the rotor in an abutting manner to transmit the rotation of the gear to the rotor. According to the safety belt winding device, the outer cover part of the ring is not in friction with the rotor, so that the amount of generated metal powder is reduced, and the service life of the clutch is prolonged to a certain extent.
