An elevator powering-down position anomaly detection method and system sample angle information of a cosine encoder to obtain position information of an elevator. Angle information, aiming storey signals, upper forcing signals and lower forcing signals of powering down and re-powering on are compared. When angle information deviation is greater than an angle threshold value, it is regarded as that the position of the elevator is abnormal. When the angle information deviation is normal, the consistency of the aiming storey signals, the upper forcing signals and the lower forcing signals of powering down and re-powering on are continuously judged, and it is regarded as that the position of the elevator is abnormal so long as the signals of powering down and re-powering on are not consistent. Therefore, the anomaly situation of the elevator position can be judged by judging the angle information, the aiming storey signals, the upper forcing signals and the lower forcing signals.
