The invention provides a high speed railway crosswind information collection and early warning system. The system comprises a crosswind information collection device, a current signal/numerical signal conversion device, a device for dynamically generating a reference threshold value of a crosswind disaster risk, an early warning program starting decision-making device, a positioning device, a train controlling device used for controlling the speed of a train, a storage device and a control device, wherein the control module serves as the core of the whole system, controls operation of all the devices, and also is used for being connected with external equipment such as an external computer device to achieve communication and control. The reference threshold value of the crosswind disaster risk is dynamically generated, and the historical conditions are continuously updated after the latest early warning happens in combination with the historical disaster occurrence conditions, so that compared with historical data, the risk pre-evaluation of a certain area is considered more completely and scientifically. The invention further provides a high speed railway crosswind information collection and early warning method.
