The invention provides a traction motor modulating method and a traction motor modulating device. The method comprises the following steps: adopting a pulse width modulating PWM signal to perform asynchronous modulation on a traction motor to increase the rotation speed of the traction motor, wherein in the asynchronous modulation process, the PWM signal is generated by superposing carrier waves randomly changing with frequency and triangular waves; based on asynchronous control of the traction motor, when the rotation speed if the traction motor is a preset threshold value, performing synchronizing modulation on the traction motor and controlling the PWM signal by adopting the carrier waves randomly changing with the frequency to perform asynchronous control on the traction motor, so that the vibration frequency of the traction motor which is used as a vibration source changes. Under each frequency, when sound waves emitted by the vibration spread in air, the wave crests and the wave troughs of the sound waves at different frequencies are superposed, so that the sound wave energy of the noses is balanced out, the noises are remarkably reduced, the comfort of the passenger is guaranteed, and interferences are not brought to the work and the rest of residents along the line.
