The invention relates to the space technology field and provides a light shock-free reusable heat knife type locking and releasing device and a control method thereof. The device comprises a heat knife, a heat knife support, a limiting device, a charcoal fiber thin-walled bar and a combined bundle cord. The control method comprises the steps of conducting initial bundling on an expanding mechanism; arranging the combined bundle cord on the outer surface of the expanding mechanism by means of a prestress application device in a sleeving mode, and clipping a rope for initial bundling; adjusting the length of the combined bundle cord, taking down the pre-tightened expanding mechanism, and connecting two wires of the heat knife to a power supply of a small satellite; supplying power to the heat knife to unlock the expanding mechanism. The heat knife is small and light, 3 mm Dyneema ropes can be fused within a short time under a small voltage and a small current so as to unlock the expanding mechanism, the whole process is free of shock, free of pollution and highly reliable, and the device can be repeatedly used.
