Provided are a variable displacement vane pump and a power steering device, which are each configured so that a discharge flow rate while a steering wheel is not operated is reduced and so that the discharge flow rate during steering is ensured. A variable displacement vane pump and a power steering device are each provided with a bypass passage for causing operating liquid to bypass to the low-pressure chamber side during steering, the operating fluid being located in the high-pressure chamber of a control valve for controlling the amount of eccentricity of a cam ring.
