The invention relates to a device for controlling a bicycle to generate power for supplementing the electric quantity of a storage battery according to road conditions. The device is characterized by being provided with a manual on/off device and a driving device; the manual on/off device is used for controlling whether or not to charge the storage battery according to the running conditions of the bicycle. The driving device is used for charging the storage battery with driving force received from the rear wheel of the bicycle. The device has the advantage that the storage battery can be charged by use of the bicycle in case of no power supply. The time of charging the storage battery by the manual on/off device is controlled according to the road conditions, and therefore, the load of a user can be reduced. In other words, when the bicycle goes down a slope, the device is combined with the bicycle to charge the storage battery. When the bicycle goes up the slope or runs on flat ground, the device is separated from the bicycle to reduce the load of the user.
