The invention relates to a device for manually controlling a bicycle to generate power to supplement energy of a flywheel battery and a use method. The device is characterized in that the device is provided with a manual clutch device, an external driving device and the flywheel battery, the manual clutch device controls whether energy is supplemented for the flywheel battery according to running conditions of the bicycle, and the external driving device receives transmission force of a rear wheel of the bicycle and then supplements energy for the flywheel battery. The device has the advantages that at an occasion without power, kinetic energy can be supplemented for the flywheel battery through the bicycle, labor loads are reduced during the period of supplementing energy for the flywheel battery through manual control, when the bicycle goes downhill, the device is combined with the bicycle to provide kinetic energy for the flywheel battery, and when the bicycle goes uphill or runs on a flat ground, the device is separated from the bicycle, and labor loads are reduced.
