The invention relates to a device for setting a maximal allowed navigational speed of a ship. The device comprises a GPS (Global Position System) locator, a wireless communication interface, a scattering type visibility viewer, a weight input device and a control device, wherein the control device is respectively connected with the GPS locator, the wireless communication interface and the scattering type visibility viewer and is used for receiving a water channel width value of a water channel where a present ship route of the ship locates, a ship route traffic density of the present ship route and the visibility of the present position of the ship; the weight input device is used for setting three weight factors respectively corresponding to the water channel width value, the visibility and the ship route traffic density for controlling the ship speed; the control device is connected with the weight input device and is used for confirming the maximal allowed navigational speed of the ship at the present position according to the water channel width value, the visibility, the ship route traffic density and the three weight factors. Under the complex and variable water surface condition, the device can be used for flexibly setting different safe speeds fit for the navigation of the ship, and the happening of a ship accident is effectively avoided.
