The present invention achieves a structure wherein a steering column (4b) and a support bracket (17b) can be displaced forward in a smooth manner during a secondary collision. A spring-side locking part (40) of a biasing spring (32a) is engaged with a locking piece (41) of the support bracket (17b) in a state where the locking piece (41) is pressed downward. A pressing part (35a) of the biasing spring (32a) is engaged with a receiving surface of a steering column (4b) in a state where an upward pressing force is made to act on the steering column (4b). During the secondary collision, in a case where the biasing spring (32a) is displaced forward and interferes with a gear housing (12) of a steering force auxiliary apparatus (5), partway through a stroke in which the steering column (4b) and the support bracket (17b) are able to be displaced forward, the engagement between the spring-side locking part (40) and the locking piece (41) is released, and the steering column (4b) and the support bracket (17b) are allowed to be further displaced forward.
