The invention discloses a fully-silent airspace monitoring and avoiding system which comprises an omnidirectional antenna, an ADS-B receiving machine, a processing host and a monitoring and avoiding displayer. The omnidirectional antenna is used for receiving IN information of an ADS-B of an adjacent machine. The ADS-B receiving machine is used for obtaining position information of the adjacent machine according to the information received by the omnidirectional antenna and obtaining the position information of a local according to inertial navigation of the local and an atmospheric engine. The processing host is used for completing an avoiding algorithm according to the information obtained by the ADS-B receiving machine and sending out avoiding prompt information. The monitoring and avoiding displayer is used for displaying a monitoring message sent out by the processing host. The system provides the independent airspace situation awareness ability and the autonomous menace avoiding ability for an airplane executing tasks in remote areas lack of ground air management in the fully-silent state, and generation of radio interference is avoided.
