The invention provides a railway freight car and a cargo loading and unloading system. The railway freight car comprises a bottom frame (10) and wheels on the lower portion of the bottom frame (10), and further comprises a loading portion (20) and a limiting structure, wherein the loading portion (20) is arranged on the bottom frame (10) in a pivoted mode and is provided with an outward swing position and a retracting position, and when the loading portion (20) is at the retracting position, the limiting structure limits rotation of the loading portion (20). By means of the technical scheme, the problem that in the prior art, a railway freight car is low in loading efficiency can be effectively solved.
