A design and development method for a vehicle restraint system comprises the following steps that the maximum layout distance of the restraint system is measured in a vehicle body model of a vehicle needing to be designed; the optimal forward movement amount of the heat of a passenger in the restraint system is worked out according to the maximum layout distance of the restraint system, and therefore the optimal X-direction thickness of a safety airbag in the front of the vehicle is obtained; an appropriate safety airbag and an air generator are selected according to the optimal X-direction thickness of the safety airbag in the front of the vehicle; through repeated test analysis, ignition timing of the safety airbag and performance parameters of a safety belt are adjusted, so that when the safety airbag is completely unfolded, the heat of a dummy for a collision test just makes contact with the safety airbag. The design and development method has the advantages that the frequency of tests is reduced, the development cycle of the vehicle restraint system is shortened, development cost is lowered, and the development effect is guaranteed.
