The invention discloses a glass shearing and breaking device which comprises a shell, a power supply portion, a power and transmission part and a shear body. The shear body is of a shear type structure and comprises a pair of fixed cutting heads located on the lower portion of the front end of the shell and a movable cutting head located on the upper portion of the front end of the shell. The movable cutting head is fixed to the shell through a rotating shaft and is located between the pair of fixed cutting heads in the longitudinal direction. A reset spring is connected between the movable cutting head and the shell. The power and transmission part comprises a motor and an eccentric wheel. The eccentric wheel moving in an oval track is connected with an output shaft of the motor and is located at the tail end of the movable cutting head, and the tail end of the movable cutting head is located on the movement locus of the eccentric wheel and controlled by the eccentric wheel to move back and forth. The glass shearing and breaking device is suitable for shearing and breaking of glass of various types, and prevents secondary damage to trapped people.
