The present invention provides an elevator bank management device and an elevator bank management control method. The elevator bank management device comprises an average non-response time calculation part (33), an operating unit number control part (31) and a work control part (32). The average non-response time calculation part (33) calculates the average non-response time for elevator stop calls occurred within a predetermined time period according to the working states of a plurality of elevators. When the calculated average non-response time becomes below a predetermined operation limit judging threshold, the operating unit number control part (31) secures the operation of at least one elevator and limits the number of units in operation of the plurality of elevators. After the number of units in operation of the elevators becomes one under operating unit number control and the average non-response time becomes below the operation limit judging threshold, the work control part (32) switches the working speed of the elevator in operation to a low speed.
