The embodiment of the invention provides a remote monitoring vehicle-mounted terminal and a method for an electric locomotive. The terminal comprises a main functional board card with data processing, internal and external communication control, self inspection and remote access control functions, a bus communication board cad which is used for receiving data sent by a train operation monitoring device, a locomotive network control system and a locomotive vehicle-mounted safety protection system and performing transmission sharing on the acquired data through an internal bus, a route switching board card for providing Ethernet data switching for all the board cards and external equipment, a data transmission board card for transmitting real-time information between a vehicle and the ground, recorded files and remote commands, and a data dump board card for specially storing important information and record information of the electric locomotive. According to the terminal and the method which are disclosed by the invention, electric locomotive ground maintenance personnel can manage original operation data, operation positioning and time service of the locomotive.
