The invention provides a bus signal priority system based on passenger number. The bus signal priority system comprises an OBU (On Board Unit) installed on the bus, an on-board host computer, a GPS (Global Positioning System) and a passenger flow counter, and further comprises an RSU (Road Side Unit) and a priority application access device, which are arranged at an intersection, wherein the OBU communicates with the RSU; the RSU communicates with the priority application access device; the priority application access device is internally provided with a passenger number comparison module and a request interval module; the priority application access device generates priority control signals according to the priority request signal and the passenger number comparison result, and is connected with a signal controller to transmit the priority control signal to the signal controller; the signal controller is connected with a signal lamp and adjusts the phase position of the signal lamp according to the priority control signal. The bus signal priority system based on the passenger number provided by the invention adjusts the passenger number for triggering the OBU to transmit the priority request according to the time interval for which the priority application access device receives the priority request, so as to provide higher priority efficiency for the bus on the premise of avoiding obvious influence on social vehicles.
