The invention discloses a transmission mechanism of a flexible flapped rudder. The transmission mechanism comprises a sun wheel and a planet wheel, the sun wheel is fixed on a lower rudder bearing seat, a planet wheel is fixed on an auxiliary rubber rod, diameter of the sun wheel is larger than that of the planet wheel, each of the sun wheel and a planet wheel is a chain wheel with rows in even number, at least one transmission belt set is arranged between the sun wheel and the planet wheel, each transmission belt set is composed of a first transmission belt and a second transmission belt, one ends of each first transmission belt and the corresponding second transmission belt are fixed on the sun wheel respectively while the other ends of the same are fixed on the planet wheel, the first transmission belts and the second transmission belts are longitudinally parallel and spatially crossed between the sun wheel and the planet wheel, and two rows of chain wheels and a semi-closed crossed transmission chain form complete crossed chain transmission. The transmission mechanism is simple in structure, stable in running and convenient to maintain. The invention further discloses the flexible flapped rudder which is simple in structure. A protecting cover larger than a rudder blade theoretical value does not need to be additionally arranged at the top of a rudder blade, so that rudder efficiency is improved; a transmission device is of a fully-sealed structure, so that safety, reliability and long service life are realized.
