Described is a propulsion system that does not use a combustion engine or electric motor as the prime mover: a combination of an electric energy storage device, electric motor, dual kinetic energy storage device apparatus connected by planetary gear with fixed ring gear, chains and sprockets of varying ratio, and alternator affixed to a drive wheel. Electric motor, powered by suitable DC battery, initially charges kinetic energy storage apparatus which operate as prime movers for chain and sprocket drive to two or four wheeled single occupant vehicle. Kinetic energy captured from deceleration is converted into electrical energy by chain and sprocket driven alternator. Alternator recharges battery. Kinetic energy from deceleration is transferred from drive wheel to kinetic energy storage assembly.
