A turbine rotor consisting of nine (9) vanes to a rotating axis, for extracting energy from air and moving fluids are described. A horizontal type rotor assembly that incorporates nine (9) vanes to capture air and fluids through the entire rotational path, to create torque and produce power. The embodiment of the rotor remains constant to it's design and it's cone shaped configuration enables the flow of air and fluids to generate significant torque. The vanes (9) and vane arrangement extracts energy from air and moving fluids.
