To attain a more reliable speed calculation device provided in a railway vehicle while also moderating cost increases associated with equipment redundancy, the present invention provides a vehicle speed calculation device comprising at least two axle speed sensors, a contactless speed sensor, a sensor reception unit that receives at least two first detection values detected by the axle speed sensors and a second detection value detected by the contactless speed sensor, an estimated speed calculation unit that calculates a current estimated speed of the railway vehicle from the most recent vehicle speed and acceleration of the railway vehicle, and a speed determination unit that determines the vehicle speed on the basis of the at least two first detection values, the second detection value, and the estimated speed, wherein the speed determination unit determines the vehicle speed by selecting a required speed from among at least two first speeds calculated from the at least two first detection values, a second speed calculated from the second detection value, and the estimated speed on the basis of the adhesive or non-adhesive state of the wheels on which the axle speed sensors are provided.
