A timetable creation device (100) uses a prediction result for movement demand to correct a target timetable, which is a train timetable used to control a train group, and create a new target timetable. The timetable creation device (100) comprises: an objective function generation unit (115) that uses the prediction result for movement demand to generate an objective function pertaining to a running interval between trains included in the train group; a constraint condition generation unit (117) that finds a constraint condition which pertains to running of the train group and which is to be met by arrival times and departure times of each of the trains to/from respective stations; and a candidate timetable creation unit (119) that uses arrival times and departure times of each of the trains to/from the respective stations found by optimizing the objective function under the constraint condition to create a candidate timetable that is an update candidate for the target timetable.
