A tire external flaw detecting system (10) is provided with: an image data acquiring unit (120) for acquiring image data including a rim wheel and a tire side portion of a tire assembled onto the rim wheel; a rim information acquiring unit (130) for acquiring rim information including the radial size of the rim wheel associated with the tire; an external flaw detecting unit (140) for detecting an external flaw part of the tire side portion on the basis of the image data, and detecting the size of the external flaw part relative to the diameter of the rim wheel, on the basis of the rim information; and an output unit (150) for outputting information relating to the external flaw part detected by the external flaw detecting unit (140).
