A vehicle detection sensor apparatus comprising: a frame; and a dual mode sensor connected to the frame, the dual mode sensor having an active and a passive sensing modes wherein at least one of the active and passive sensing mode is automatically cycled between on and off states when providing a positive reading condition, wherein the dual mode sensor has a configuration that substantially co locates the active and passive sensing modes within the frame so that the dual mode sensor active and passive sensing modes have a substantially common zone of sensitivity; and an onboard timer configured to wake up at least one of the active and passive sensing modes of the dual mode sensor with respect to the substantially common zone of sensitivity.
