An operating system for controlling a powered vehicle includes a plurality of controllers or other control subsystems and a communication system. The control subsystems are onboard the powered vehicle for controlling multiple operations of the vehicle. At least one of the control subsystems has a memory in which vehicle control system data is stored and the data is accessible and used by one or more of the other control subsystems for controlling vehicle operations. The communication system controls the sharing of the data across the plurality of control subsystems on the vehicle, and includes an open defined interface unit configured so that the control subsystems may access the data in a common defined manner with predictable results.
