Abstract Most models of individual choice behaviour in the areas of transport and urban planning have implicitly assumed that all individuals in the population consider all available alternative befor making a final optimal choice. It has been argued by some, however, that this assumption is not necessarily correct. In the light of this argument, this paper describes the role and significance of the generation of choice sets as an integral part of choice modelling. It reviews alternative approaches to the choice set problem whereby the inclusion of choice set generation in the overall choice may be seen either as an exogenous or an endogenous process. Under the heading of an endogenous process, it then discusses choice set generation as a direct result of the cessation of a search of available alternatives. A simulation program is then outlined and results are presented which describe the outcome of a search as a function of various attributes of the search process. In particular, the probability of beginning a search, the number of alternatives searched (the choice set size) and the utility of the selected alternative are related to the cost of each individual step in the search and the level of prior information possesed by the decision-maker. Finally, parameters of the search model are compared with those of an equivalent multinomial logit model.
