Abstract The analysis of tower wind measurements suggests that the spectrum of low altitude turbulence can be generalized to some extent and related to the meteorological parameters. Clearly the turbulence is anisotropic except for the very short wave lengths and is strongly affected at the longer wavelengths by atmospheric stability. How well these measurements apply directly to airplanes in flight is not as yet clear. For the shorter wavelengths (perhaps less than 1000 ft) the evidence indicates that tower measurements may be directly applicable. How However, the situation is not yet resolved for the longer wavelengths.
