Abstract The current state of knowledge of microwave response to soil moisture is reviewed, including the effects of vegetation, soil texture, surface roughness, rock inclusions and surface soil moisture depth profile on microwave emission from soils. Attention is paid to the methods for estimating surface soil moisture depth profile from multifrequency measurements and the determination of profile soil moisture content from surface layer measurements. Experimental and modelling results obtained in the past few years are discussed. The main results of a program for remote sensing of soil moisture sponsored by the Bulgarian Ministry of Agriculture are briefly presented to illustrate the efforts toward the operational use.
