Abstract Systematic observations of the whole celestical halfsphere radiation at centimeter and decimeter wavelength ranges have been carried out since 1970. Simultaneous observations at four locations in the Soviet Union are made to filter out cosmic signals from a background of all kinds of local noise. The existence of a global sporadic radiation apparently arising near the Earth was discovered. Conclusions are reached concerning the optimal conditions for scanning the cosmos in order to detect sporadic radiation from technically developed extraterrestrial civilizations.
