Abstract The general foundations concerning the physical, chemical, and astronomical conditions for the existence of life are presented. The properties of the neutrino are described and the reactions that produce and detect them are given. Basic problems in neutrino physics are listed and the possibility of producing and detecting large anisotropic neutrino beams is discussed. Two possibilities are considered: anisotropic beams from accelerators of charged particles, and from the polarized beta-radioactive nuclei. Neutrino beam fluxes for different distances, 1000 and 10 light years, and for different beam characteristics are calculated. The problem of detecting neutrino beams from such distances is discussed.
