Abstract This is an edited version of an address given by the Minister of Defence of the Netherlands to a symposium held by the Technological and Aerospace Committee of the Western European Union Assembly in Rome, 27 March 1990. The Minister argues that there is a role for a European satellite surveillance system to help verify adherence to conventional forces reduction agreements and to support United Nations peacekeeping efforts. If its technical and financial feasibility are demonstrated, further steps in the direction of an independent European system should be taken as quickly as possible.
