Abstract The average cycle length and green intervals of a traffic-actuated signal operation are two parameters commonly used in a delay model for evaluating the level of service of the signal operation. The current method suggested in 1985 Highway Capacity Manual for estimating the values of these parameters is unreliable. This paper describes an improved analytical procedure for application on semi-actuated signal operations that have an exclusive pedestrian-actuated phase. The procedure is applicable to such signal operations that rely on long inductive loop detectors for presence detection of vehicles.
