Abstract 1. Principal astrometric problems are listed along with some technical characteristics of SSL and on-board optical instrumentation providing their solution. Scanning modes and the S/C functioning are described. Data reduction is one of the central points of the project. Great attention is paid to both on-board and postflight data processing. Some estimates of output data accuracy are given based on theoretical and experimental analysis. 2.| The objective of space astrometric studies are outlined. Main characteristics of a small space lab (SSL), a S/C of the Regatta-Astro projects, are presented as well as its orbits and attitudes. Approaches to and stages of project implementation are considered. Astrometric and photometric equipment of the first stage of the project are described as well as its operation modes aboard the SSL and the characteristics of the information obtained. Questions of on-board and ground-based processing of information and of the methodology of star catalogue compilation are discussed. Analysis of the accuracy of astrometric data is based on the calculation, mathematic modelling, laboratory and field studies.
