Abstract Detailed observations of the cosmic ray hydrogen, helium, and oxygen intensity and energy spectra by experiments on Pioneer 10 and Voyager 2 in the outer heliosphere show a very strong phase-lag between the recovery of low rigidity cosmic rays and those of higher rigidity during the recent period of declining solar activity. This hysteresis effect is established as an important element of the cosmic ray modulation process and its rigidity dependence is consistent with both the anomalous He and O being predominantly singly ionized as predicted by Fisk, Kozlovsky and Ramaty. This single ionized charge state for the anomalous component is confirmed by the demodulation of their-measured spectra using modulation parameters obtained from the intensity changes of high rigidity galactic cosmic ray helium. This demodulation provides estimates of the local interstellar intensity of the anomalous component.
