Abstract It is proposed that the HI absorption systems in quasars such as the Lyman α forest, Lyman limit systems and damped Lyman α lines are unifiedly understood based upon the expanding clouds confined by the gravity of cold dark matter (CDM). The correlation between these absorption systems and galaxy formation is discussed from the viewpoint of CDM cosmogony.
