Abstract The capacity of a single route which passes through a chain of non-priority junctions can sometimes be increased if such junctions are provided with linked signals. Circumstances can arise in which the potential for the use of the route becomes so great that it is desirable to maximise the capacity rather than minimise the delays to traffic. The author has previously described a method of calculating the proportion of green time for each phase which would maximise the capacity of a single chain of signals, provided that the timings of the signals could be satisfactorily co-ordinated. This paper describes a method of determining whether such co-ordination is feasible, firstly by computing the feasible range of offsets for each link, relative to the platoons of vehicles, and subsequently by searching for a coherent system of offsets relative to all the traffic signals in the open or closed chain.
