Abstract The purpose of this paper is to utilise a relatively unique data set in the application of multinomial probit, where the data contains observations on the same set of individuals at two points in time. A number of alternative decision structures are proposed and assessed. In particular we examine the effect of accumulated experience on the choice outcome in a subsequent period and a recently developed panel data procedure which involves pooling the data while recognizing its special nature. Conventional policy measures are obtained and assessed in the context of alternative decision structures. For example, elasticities are obtained as if the data is a single cross section and when its temporal nature is taken into account.
