Abstract This paper uses the conjoint measurement technique for estimating the value of increased sailing frequency in inter-island transportation in Hawaii and the value of alternative queuing arrangements. The technique uses ordinal rankings of shipper preferences to estimate each shipper's utility function which, in turn, is used to estimate the change in consumer's surplus attribute to changes in service attributes.
